1. Policy Statement

Franz Fanon University (FFU) is committed to fostering a culture of continuous improvement in teaching, learning, research, and student support. Through structured quality assurance and self-evaluation practices, the University ensures academic excellence, curriculum relevance, and optimal student development. The University’s quality assurance system supports the achievement of its core mission, ensuring that all students achieve their full academic and personal potential.

2. Purpose of the Policy

The purpose of this policy is to establish a framework for monitoring, evaluating, and reviewing institutional performance in relation to teaching and learning quality, curriculum delivery, student outcomes and welfare, staff development and performance, and institutional leadership and governance. This policy sets out the processes through which the University maintains and improves its academic standards and service delivery.

3. University Improvement Cycle

The University follows a structured improvement cycle that includes monitoring, where data and information about teaching, learning, and operational practices are gathered, followed by self-evaluation, where the data is analyzed and interpreted to assess institutional performance. Based on this, improvement planning is conducted to identify priority areas and design action plans. These plans are then implemented as scheduled, and finally evaluated to measure the impact of actions against defined success criteria.

4. Roles and Responsibilities

School Deans are responsible for linking monitoring, evaluation, and improvement planning, and ensuring the development and execution of School Improvement Plans. Associate Deans support this process by overseeing daily program implementation, monitoring, and staff coordination. The Curriculum Review and Development Committee supports academic departments in curriculum planning and conducts regular reviews to ensure alignment with academic goals. The Academic Director oversees school-wide academic performance and identifies strengths and areas for development. The Quality Assurance Committee leads monitoring processes, collects and analyzes data, and reports findings. Higher Management ensures institutional oversight, approves policies, and monitors strategic progress. Individual staff members are expected to engage in self-evaluation, contribute to performance appraisals, and align their practices with institutional goals.

5. Monitoring and Evaluation Process

Monitoring and evaluation are conducted through structured activities throughout the academic year. Teaching observation is carried out each term by the Quality Assurance team, with reports recorded and reviewed confidentially. Learning walks are also conducted termly to assess teaching environments and delivery quality, with findings shared with leadership. Course coverage and assessment are continuously monitored through evaluations of syllabus completion, assignments, quizzes, and examinations. Student feedback is collected through course and semester feedback forms to assess instructional effectiveness. Staff evaluation is conducted using formal evaluation tools and peer observations, with targets set for improvement and development.

6. Self-Evaluation Framework (SEF)

The Self-Evaluation Form serves as the central document for recording evidence related to teaching performance, student satisfaction, and curriculum coverage. It is regularly updated by the Quality Assurance department in collaboration with academic departments and shared with university leadership and governing bodies.

7. Quality Improvement Planning

The University Improvement Plan is developed annually and includes key priorities identified from self-evaluation findings. It outlines clear objectives that are specific, measurable, achievable, relevant, and time-bound, along with defined roles, timelines, and success criteria. The planning process involves academic and administrative staff, curriculum committees, and governing bodies to ensure a collaborative and effective approach.

8. What Is Monitored, Evaluated, and Reviewed

The University regularly assesses leadership and management effectiveness, the quality of teaching, learning, and assessment, student personal development, behavior and welfare, academic outcomes and achievements, and early and foundation-level academic provisions.

9. Use of Monitoring Outcomes

Findings from monitoring activities are compiled into summary reports that highlight strengths, areas for development, and recommendations. These reports are discussed in staff meetings, used to update the self-evaluation framework, shared with governance structures, and integrated into institutional planning.

10. Appraisal and Staff Development

Performance appraisals are aligned with the University Improvement Plan. Training and development programs are designed based on institutional goals, individual performance reviews, and curriculum and teaching assessments to ensure continuous professional growth.

11. Evaluation Tools and Forms

The University uses standardized tools such as Course Coverage Evaluation Forms, Dean Evaluation Forms, Teacher Performance Feedback Forms, Student Satisfaction Forms, Student Course Feedback Forms, and teaching and learning satisfaction instruments to ensure consistency and reliability in data collection.

12. Policy Review and Approval

This policy is reviewed every three years or as required in response to new national standards or institutional needs. Final approval and any amendments are made by the University Governing Council.
